ITANAGAR, May 6: The Director of Health Services (DHS) following recent changes in policies under National Health Mission (NHM), introduction of new vaccines for Hepatitis ‘B’ and Japanese Encephalitis (JE), technologies for vaccine delivery and cold chain etc, organized a training for medical officers at the Directorate of Health Services, Naharlagun. Inaugurating the first batch training on Monday, Director of Health Services Dr K Nishing expressed concern over dismal routine immunization performance in the state which is much below the national average. He said that ‘Mission Indradanush’ has been launched in five districts of Arunachal Pradesh to strengthen the routine immunization activities with special emphasis on vaccination of all the left out and unvaccinated children.
Expressing his disappointment over the alleged ‘poor work culture’ of the health service providers and their reluctance to serve in rural areas, he advised all the participants to discharge their duty sincerely and serve the needy people in rural areas.

ASUT appeals Govt to release stipend
ITANAGAR, May 6: Arunachal Students Union of Tamil Nadu (ASUT) has appealed to the state higher and technical education department to release the stipend for Arunachalee students pursuing their education in Tamil Nadu at the earliest.
ASUT president Kipa Peter in a release claimed that thousand of students who are pursuing there education in Tamil Nadu are waiting for scholarship from last two months. He further said upto 2013 the stipend was released in very March and April but from last year students are not receiving their stipend at same month.

ITANAGAR, May 6: All India DRDA Staff Welfare Association (AIDSWA) Lower Dibang Valley District Unit today informed that the DRDA employees of the district have joined the three days pen down strike as first phase of agitation in favour of their demands. The strike will come to an end on May 8. The Association unit further said that it has taken the path of agitation following the failure of the Govt to pay heed to its memorandum submitted earlier. The demands of the DRDA employees include absorption of DRDA employees in to the line departments of the state government as per directives of the Union ministry of rural development from time to time, immediate release for six months staff salary and other allowances and concrete steps for timely release of staff salary.

Taking the opportunity of the football match, Saring explained the harmful effects of drinking alcohol, using drugs and advised the people, especially youth to abstain from such bad habits.

Engineer brutally assaulted at Rupa

ITANAGAR, May 6: Just a day after Home Minister Tanga Byaling claimed that law and order situation has improved in the state, Tanu Loriak, the Superintending Engineer, RWD Rupa division was brutally assaulted by miscreants over tender issue. The incident took place at Rupa on 5th May. Ironically Loriak hails from Upper Subansiri district, the home district of the present home minister.
According to the report, the SE was assaulted over tender process related to PMGSY project in Bameng constituency under East Kameng district. Loriak reportedly received grievous physical injuries. One of the culprits allegedly used fire arm to threaten him. The West Kameng police source informed this daily that three persons involved in the attack have been nabbed while remaining are absconding.
Meanwhile, the Tagin Cultural Society (TCS), Tagin Welfare Society Itanagar (TWSI) and Tamin Elite Society (TES) have condemned the brutal attack on its senior member, Tanu Loriak, while he was discharging his Govt. duty.
The organizations also condemned the vandalization of office and alleged threatening of T K Tagin, SE RWD, Itanagar with dire consequence by the miscreant while he was discharging his Govt duty recently. T K Tagin is also one of the senior members of the TCS.
Expressing deep shock over the attack on senior members of the society, TCS president Er Tabu Paktung said that such attack is a dangerous trend in a democratic society and it is violation of fundamental rights of citizen enshrined in the Indian Constitution. “If such trend continues, there is every possibility of rising unlawful activities in the society and there will be no place for a good and law abiding citizen to survive.”
The TCS appealed to the Govt to take necessary step to prevent recurrence of such inhuman acts in future. The organization trio also appealed to the law enforcing authority to award exemplary punishment to the culprits involved in the attacks. (With inputs from Karda Natam)

YINGKIONG, May 6: A consultative meeting on Siang Stage-
Representing the state Govt, Commissioner of Power, Kaling Tayeng dwelt at length about the over all scenario and necessity of the proposed dam besides its benefits to the local people and the state government as revenue earning source for which the state government has already signed MoA with NEEPCO few years back.
The Commissioner appealed the affected local people to allow the constructing agency NEEPCO in collaboration with Rush hydro Power Corporation Ltd. to start the survey and investigation activities soon to know the feasibility of the proposed site of the dam over Siang river at the point down below Komkar village.
Earlier Upper Siang District Deputy Commissioner, Remo Kamki who presided over the meeting, spoke about the purpose and objective of the meeting.
During the meeting the representatives of Upper Siang based Indigenous Farmers Forum and East Siang based Siang People's Forum totally opposed the proposed survey/ investigation and construction of the dam. All the speakers and Gaon Buras representing their respective village unanimously opposed any move of constructing the dam tooth and nail stating that the Govt. has never consulted local people before signing the MoA with any company, Govt. undertaking etc. They further stated that Siang valley has the highest numbers of agricultural paddy fields and horticultural cash crop gardens which is incomparable to any other river valleys particularly Dibang, Lohit and Kameng etc. where construction of Hydro Power Project is going on at present. The people have feared that all the land properties/ assets lying along either sides of the Siang river are likely to be submerged if the proposed dam is constructed.
However, in his summery revision the visiting Commissioner Tayeng, despite facing protest and opposition from public, insisted on the need of possessing Hydro Project which is the basic source for the all round development especially in industrial, technological and tourism sectors. He further appealed the people to avoid misconception and keep away from rumour which discouraged development of Hydro Power Projects and advised them to rethink for the betterment of future generations.

Addressing the media persons at Press Club today Hayuliang MLA said that the allegations against him were "politically motivated" and that Tuki himself was behind AACJM member Behenso Pul. "I have no doubt that the Chief Minister is backing him,” he said.
Pul also said that the "allegations were made to divert people's attention from the real issues" and that he and his family has received threats after his personal security cover was removed by the government. "The chief minister will be held responsible if anything happens to my family", he said. The lone legislator from Anjaw district also added that he will file a defamation suit against Behenso Pul.
On the allegation of AACJM member charging him of putting national security at stake, Pul questioned how come an individual can put national security at stake. He claimed that whatever projects come are executed by the villagers and all the porter worker tracks are on progress with no lapses report. He also informed that he had discussion with Army personnel over the issue. The former minister was armed with documents to validate his clarification and counter claim.
The former minister continued to stand his ground that the state is still in overdraft with the Reserve Bank of India which has led to a prohibition on government payments. "Even I have not received my MLA salary," Pul claimed. He categorically said that Nabam Tuki should step down from the chief ministerial post. Pul said that "looking at the present financial condition he (Tuki) is not fit to continue as chief minister for even one more day".
He said he was not raising these issues because he was dropped from the party and that he is "a leader for the entire state" prompting the question if he is looking to change the state leadership. However, he clearly denied being in talks with the BJP to oust the Congress government in the state.

Tuki acknowledges NABARD’s role in expanding infrastructure network
ITANAGAR, May 6: Chief Minister Nabam Tuki today acknowledged NABARD’s role in expanding infrastructure network in Arunachal Pradesh through RIDF and in implementing various development projects at grassroots level.

Appreciating the state Govt for playing a major role in allotting land for the office, NABARD Chairman Dr. Bhanwala said that NABARD has already sanctioned projects involving financial assistance of more than Rs. 1200 crore and with the coming up of its own office cum residential complex, it would be much easier and convenient for NABARD to broaden it's horizon in the state. He assured the Chief Minister that NABARD's cooperation with the state Government will reach newer heights in the coming years.
Earlier yesterday, Dr. Bhanwala and H.R.Dave, DMD, NABARD, called on the CM and had a meeting with the senior state government officials at the CM's conference hall. Presentations were made by NABARD GM/OIC H.S. Singh and state Govt planning secretary Sonam Chombay in the meeting. During the discussions NABARD Chairman opined that RIDF financing being lower than market borrowing rates, the state Govt needs to consider borrowing to maximum possible limit in the state.
Chief Secretary Ramesh Negi, while giving priority on financing of road projects, emphasized on the need to draw a pragmatic mapping of connectivity requirements in Arunachal as the improved road connectivity would lead to better price realization for agriculture and horticulture crops which are in demand. Appreciating the efforts of NABARD in identifying infrastructure gaps in critical areas, he stressed on the need of creation of marketing & storage infrastructure and promotion of tourism. He also proposed to take the help of NABCONS in mapping the potential of comprehensive development of the state, especially in agriculture & horticulture. Tuki proposed to draw up a criteria of selection of projects to be prioritized under RIDF and requested NABARD to consider funding of projects outside the borrowing limit set by GOI. Dr. Bhanwala suggested that the state government may consider availing financial assistance through financially sound state PSUs/ Boards.
In the meeting, issues relating to revamping the cooperative structure by bringing in professionalism and recapitalization of Arunachal Pradesh State Cooperative Apex Bank and LAMPS were also discussed. Dave suggested that LAMPS should be strengthened to play a major role in financial inclusion. It was agreed that SHGs and farmers' clubs can also contribute greatly in integrated development of Arunachal Pradesh.
On a request from the Chief Minister, Chairman, NABARD assured to provide financial support for installation of solar home lighting systems in about 500 families on a pilot basis under RIDF.
ITANAGAR, May 6: Chief Minister Nabam Tuki along with Agriculture-
Addressing during the launch programme, the Chief Minister termed the occasion as historic for the horticulture sector in the state. He said that with the marketing of the wine going global in the near future, Kiwi farmers will have a good income generating avenue besides earning revenue for the state government.
Tuki especially hailed the concept of producing wine from other available fruits like orange, pineapple, apple, passion fruit, etc. “In such case, our farmers would benefit and as processing units come up, our youths, particularly women, will get employment,” he said while adding that besides wine, production of juice can also be targeted from the fruits grown abundantly in the state.
The Chief Minister also called for vigorous media and publicity campaign to promote the just launched wine across the country and the globe as well. He observed that with publicity, sale of the wine will grow and therefore benefit the state and local growers.
Tuki accepted the suggestion for a wine policy and advised the Horticulture department to draft a policy by taking into account success stories of other states and aligning it with the potentials and peculiarities of Arunachal Pradesh.
Horticulture Minister Chowna Mein too viewed the moment a great occasion for the state that will open up gates for investment and employment.
Mein said that despite surplus production of fruits, huge quantities went unutilized or consumed due to lack of use. But with conversion of the surplus produces into beverages, farmers will make optimum use of their products economically.
“Today a silent revolution is going on in Arunachal Pradesh and in 3 to 5 years the economical face of our state will change completely,” he said citing the example of entrepreneurs and farmers taking seriously cultivation of rubber, tea, large cardamom, etc.

The association in a representation submitted to the Director of Rural Development stated that the DRDA employees have not been paid their monthly salaries since December, 2014 causing financial hardship to them. It also lamented that despite the central government released an amount of Rs 28.45 Lakh in January this year for payment of staff salary, the state has failed to disburse it.
Alleging discrimination in the payment of salary, the association said that the government is paying salary to some staff serving in the rank of APO (Technical) regularly.
The association also alleged that the authority has absorbed some of the directly recruited staff in the line department (in the post of BDO) depriving a large section.
The AIDSWA unit also said that the state government is not complying with the directive of Union Ministry of Rural Development regarding payment of state government employees in specified revised payment pattern, which is causing concern among the government servants of the state.

History repeating itself?
Dear Editor,
If we remember in the year 2003 many post of District Relief and Rehabilitation Officer (DRRO) were appointed illegally. The excuse given by the concerned department was that posts were temporary and that they were appointed under compulsion as there was shortage of man power. But after few years they have been regularized and now they are the Head of department in the district. Such kind of act of government really disturbs the mental peace of unemployed youth.
Now I can see the repetition of history in the back door appointment of Registration officer under APB&OCWWB. I am afraid that if unemployed youth do not keep on putting pressure against those illegal appointments of 7 Registration officers, they might also be regularized in near future.
But at the same time I can also see the ray of hope in the clarification given by the Board that there is no scope of extension of service of those illegal appointees after 3 months. I have seen and can see the frustration in the eye and face of our young brother and sisters who toil day and night but do not get the job because of back door appointment.
Therefore I on the behalf of parents/ guardians of unemployed youth appeal and hope that concerned Board will Advertise those 7 RO post sooner as Board has already said that they are in immediate need of manpower. And I also appeal them to recruit through proper procedure and if possible by APPSC.

In the recent days, we have witnessed the visits of Prime Minister Narendra Modi,
BJP President Amit Shah, Minister for Road Transport, Highways and Shipping Nitin
Jairam Gadkari, Defense Minister Manohar Parrikar and Union Minister of State for
Home Affairs Kiren Rijiju who is also local MP to our State. Many had expected much
from visit of these dignitaries but nothing has been done to rescue the state. We
are all blaming Congress for the failure of financial mismanagement but BJP has also
done nothing to restore it despite being in power at centre. Now, such high profile
visit raises questions-
It is true that people of this state has lost its faith in Congress led government but if BJP leaders continues to have same kind of attitude, they too are going to lose the faith of the common people of the Arunachal.
Last but not least, citizens of this state are well aware that state has no self income resource/ generation and for every development we are depended on the central Govt. But how long will this continue? It is one among the main reason for financial crisis.
Therefore, I appeal the civil societies, NGOs, Social minded, youth organization, Association, Intellectual and Union to come up with a better idea/ solution for self dependency of our state, instead of blaming a particular person or governments.
