Extension of AFSPA to some areas in Arunachal

NEW DELHI, May 6: In order to control the anti-national and criminal activities of various militant groups including NDFB(S), ULFA(I) and NSCN(K), various districts of Arunachal Pradesh bordering Assam were declared ‘disturbed area’ under Armed Forces (Special Powers) Act, 1958 for a brief period.

Now only the area falling under the jurisdiction of 16 Police Stations areas of various districts of Arunachal Pradesh bordering Assam have been declared as ‘disturbed area’ along with whole of Tirap, Changlang and Longding districts, for a period of six months.  This was stated by the Minister of State for Home Affairs, Kiren Rijiju in a written reply to a question by D.Raja in the Rajya Sabha today. Malapu-Koloriang road restored

KOLORIANG, May 06: Border Road Task Force (BRTF) personnel on Wednesday cleared the landslide blocking the road in between Malapu (New Koloriang) and the district headquarters.

Traffic movement on the BRTF road leading to Sarli, Upper Koloriang and Damin was disrupted following the massive landslide at Papi Nallah that had occurred in the intervening night of May 4. Meanwhile, the District Administration and the general public of the affected areas breathed a great sigh of relief after the road communication was restored. DIPRO

 

Training prog. for medical officers

ITANAGAR, May 6: The Director of Health Services (DHS) following recent changes in policies under National Health Mission (NHM), introduction of new vaccines for Hepatitis ‘B’ and Japanese Encephalitis (JE), technologies for vaccine delivery and cold chain etc, organized a training for medical officers at the Directorate of Health Services, Naharlagun. Inaugurating the first batch training on Monday, Director of Health Services Dr K Nishing expressed concern over dismal routine immunization performance in the state which is much below the national average. He said that ‘Mission Indradanush’ has been launched in five districts of Arunachal Pradesh to strengthen the routine immunization activities with special emphasis on vaccination of all the left out and unvaccinated children.

Expressing his disappointment over the alleged ‘poor work culture’ of the health service providers and their reluctance to serve in rural areas, he advised all the participants to discharge their duty sincerely and serve the needy people in rural areas.

Dr. T Taloh OSD-IMR/RI briefed on the present scenario of infant mortality rate (IMR) in the state and other training schedule for reduction of infant mortality rate.

Dr.T.Takum, Epidemiologist, Arunachal State Hospital, Dr D.Thapa, SMO,SG, Dr.W. Shin, SMO,SG and Dr.L Chuke SMO were the master trainers.

 

AAPETA opposes deduction of salary

ITANAGAR, May 6: All Arunachal Pradesh Elementary Teachers Association (AAPETA) has strongly opposed alleged one-day salary deduction of the government staff for Nepal’s Earth Quake Relief Fund by Confederation of Service Association of Arunachal Pradesh (CoSAAP). In a letter addressed to the chief Minister, AAPETA stated the one-day salary deduction of the government employees would reach up to multi crore amounts.  The association also questioned CoSAAP that is there any provision to deduct the salary of government employees? Opposing the reported move by CoSAAP, AAPETA urged the state government not to pay heed towards their move.

 

Swaach Bharat Abhiyan

ITANAGAR, May 6: A Swaach Bharat Abhiyan cum Health Awareness  camp was conducted at PHC Taraso by Taraso Circle Youth Association in collaboration with District Medical Officer on May 4th last. The programe was attended by Anchal Chairperson Panye Takang, DMO Dr. S Ronya and other PHC staffs and PRI leaders. During the programe DMO suggested the people to prefer boiled water to avoid water borne diseases and use mosquito net.

 

ASUT appeals Govt to release stipend

ITANAGAR, May 6: Arunachal Students Union of Tamil Nadu (ASUT) has appealed to the state higher and technical education department to release the stipend for Arunachalee students pursuing their education in Tamil Nadu at the earliest.

ASUT president Kipa Peter in a release claimed that thousand of students who are pursuing there education in Tamil Nadu are waiting  for scholarship from last two months. He further said upto 2013 the stipend was released in very March and April but from last year students are not receiving their stipend at same month.

 

Pen down strike

ITANAGAR, May 6: All India DRDA Staff Welfare Association (AIDSWA) Lower Dibang Valley District Unit today informed that the DRDA employees of the district have joined the  three days pen down strike as first phase of agitation in favour of their demands.  The strike will come to an end on May 8. The Association unit further said that it has taken the  path of agitation following the failure of the Govt to pay heed to its memorandum submitted earlier. The demands of the DRDA employees include absorption of DRDA employees in to the line departments of the state government as per directives of the Union ministry of rural development from time to time, immediate release for six months staff salary and other allowances and concrete steps for timely release of staff salary.

ROING, May 06: Defending champion Arsang United Football Club (AUFC) won the opening match of the 6th Gora Pertin Lutor Memorial Football Tournament defeating Roing IRBn Team 3-2 at Jia Football Ground here today.

Kenni Riba, Sophiya Marap and Utumso Tayeng scored one goal each for the winning team in the keenly contested match that was witnessed by hundreds of soccer fans including Commissioner, Income Tax (IRS) Raju Tayeng and ZPM of 6-Bukkong block Starson Saring.

Tago Tadul and Tai Koyu scored one goal each for the losing team.

Addressing the players before the start of the match, Tayeng said that winning and losing is part and parcel of any game. Winning a game or two makes no player better than other. One who accepts the defeat or victory gracefully is the true sportsperson, he said.

Taking the opportunity of the football match, Saring explained the harmful effects of drinking alcohol, using drugs and advised the people, especially youth to abstain from such bad habits.

Twelve teams are participating in this year’s tournament organized by Adi Cultural and Literary Society (ACLS) in collaboration with Jia Banggo.

The final match will be played on May 26.

Engineer brutally assaulted at Rupa

Orgs condemn attacks, demand punishment to attackers

ITANAGAR, May 6: Just a day after Home Minister Tanga Byaling claimed that law and order situation has improved in the state, Tanu Loriak, the Superintending Engineer, RWD Rupa division was brutally assaulted by miscreants over tender issue.  The incident took place at Rupa on 5th May. Ironically Loriak hails from Upper Subansiri district, the home district of the present home minister.

According to the report, the SE was assaulted over tender process related to PMGSY project in Bameng constituency under East Kameng district. Loriak reportedly received grievous physical injuries. One of the culprits allegedly used fire arm to threaten him. The West Kameng police source informed this daily that three persons involved in the attack have been nabbed while remaining are absconding.

Meanwhile, the Tagin Cultural Society (TCS), Tagin Welfare Society Itanagar (TWSI) and Tamin Elite Society (TES) have condemned the brutal attack on its senior member, Tanu Loriak, while he was discharging his Govt. duty.

The organizations also condemned the vandalization of office and alleged threatening of T K Tagin, SE RWD, Itanagar with dire consequence by the miscreant while he was discharging his Govt duty recently. T K Tagin is also one of the senior members of the TCS.

Expressing deep shock over the attack on senior members of the society, TCS president Er Tabu Paktung said that such attack is a dangerous trend in a democratic society and it is violation of fundamental rights of citizen enshrined in the Indian Constitution. “If such trend continues, there is every possibility of rising unlawful activities in the society and there will be no place for a good and law abiding citizen to survive.”

The TCS appealed to the Govt to take necessary step to prevent recurrence of such inhuman acts in future. The organization trio also appealed to the law enforcing authority to award exemplary punishment to the culprits involved in the attacks. (With inputs from Karda Natam)

 

 

Public oppose Siang stage –II hydro project

Allow survey work for the proposed hydro project: Govt

YINGKIONG, May 6: A consultative meeting on Siang Stage-II Hydro Power Project (dam) was held at Community Hall, Jengging yesterday. Around 500 people from Riga, Pangkang, Karko, Gossang, Ramsing, Bomdo, Janbo, Pugging, Gette, Simong and Komkar villages attended the meeting.

Representing the state Govt, Commissioner of Power, Kaling Tayeng dwelt at length about the over all scenario and necessity of the proposed dam besides its benefits to the local people and the state government as revenue earning source for which the state government has already signed MoA with NEEPCO few years back.

The Commissioner appealed the affected local people to allow the constructing agency NEEPCO in collaboration with Rush hydro Power Corporation Ltd. to start the survey and investigation activities soon to know the feasibility of the proposed site of the dam over Siang river at the point down below Komkar village.

Earlier  Upper Siang District Deputy Commissioner, Remo Kamki who presided over the meeting, spoke about the purpose and objective of the meeting.

During the meeting the representatives of Upper Siang based Indigenous Farmers Forum and East Siang based Siang People's Forum totally opposed the proposed survey/ investigation and construction of the dam. All the speakers and Gaon Buras representing their respective village unanimously opposed any move of constructing the dam tooth and nail stating that the Govt. has never consulted local people before signing the MoA with any company, Govt. undertaking etc. They further stated that Siang valley has the highest numbers of agricultural paddy fields and horticultural cash crop gardens which is incomparable to any other river valleys particularly Dibang, Lohit and Kameng etc. where construction of Hydro Power Project is going on at present. The people have feared that all the land properties/ assets lying along either sides of the Siang river are likely to be submerged if the proposed dam is constructed.

However, in his summery revision the visiting Commissioner Tayeng, despite facing protest and opposition from public, insisted on the need of possessing Hydro Project which is the basic source for the all round development especially in industrial, technological and tourism sectors. He further appealed the people to avoid misconception and keep away from rumour which discouraged development of Hydro Power Projects and advised them to rethink for the betterment of future generations.

The Deputy Commissioner Siang district Dr. N. Lego and ADC Boleng also attended the meeting.

AACJM allegation politically motivated: Pul

ITANAGAR, May 6: In a startling statement former Health Minister Kalikho Pul today stated that allegation leveled against him by Anjaw Anti Corruption Jagruti Movement is politically motivated and Chief Minister Nabam Tuki was behind the AACJM members in giving press statement against him.  AACJM members had alleged Pul of involving in multi-crore embezzlement in the district in a press conference held on April 25 last.

Addressing the media persons at Press Club today Hayuliang MLA said that the allegations against him were "politically motivated" and that Tuki himself was behind AACJM member Behenso Pul. "I have no doubt that the Chief Minister is backing him,” he said.

Pul also said that the "allegations were made to divert people's attention from the real issues" and that he and his family has received threats after his personal security cover was removed by the government. "The chief minister will be held responsible if anything happens to my family", he said. The lone legislator from Anjaw district also added that he will file a defamation suit against Behenso Pul.

On the allegation of AACJM member charging him of putting national security at stake, Pul questioned how come an individual can put national security at stake.  He claimed that whatever projects come are executed by the villagers and all the porter worker tracks are on progress with no lapses report. He also informed that he had discussion with Army personnel over the issue. The former minister was armed with documents to validate his clarification and counter claim.

The former minister continued to stand his ground that the state is still in overdraft with the Reserve Bank of India which has led to a prohibition on government payments. "Even I have not received my MLA salary," Pul claimed.  He categorically said that Nabam Tuki should step down from the chief ministerial post.  Pul said that "looking at the present financial condition he (Tuki) is not fit to continue as chief minister for even one more day".  

He said he was not raising these issues because he was dropped from the party and that he is "a leader for the entire state" prompting the question if he is looking to change the state leadership. However, he clearly denied being in talks with the BJP to oust the Congress government in the state.

 

 

AACS to stage dharna against state govt.

Rijiju’s silence over financial crisis questioned

ITANAGAR, May 6:  Arunachal Anti-Corruption Sena (AACS) today decided to stage a sit-in dharna at Tennis Court near Indira Gandhi Park on May 9 next as part of the second phase of their agitation against the state Govt’s alleged failure to fulfill their charter of demands.

A massive rally was taken out by the Sena from Nyikum Niya ground Nirjuli to Tennis Court on April 20 last as first phase of agitation.  

Addressing the media-persons at Press Club here today, AACS general secretary S T Tara stated that left with no option as state Govt is adamant not to redress their demands; the Sena has decided to go for second phase of agitation on May 9.  

Lamenting that despite repeated pleas the Govt. has turned a blind eye towards its demands, the AACS reiterated for constitution of CBI inquiry against alleged financial mismanagement of Rs 6911.55 crore deficit from 2012-2015, immediate setting up of Lokayukta court in the state, declaration of financial emergency and President Rule in state under Article 360, to stop and scrapping of pre-paid meter system in the state, misuse of revised estimated (RE) scheme of Rs. 110 crore at PWD (W/Z), mismanagement of CSS scheme viz. NDRF, SDRF, SPA, PMGSY, SCA, Panchayat Raj, NRHM, NHM, NCDC, NABARD, TFC, NCC, JNNURM, ULB etc, misuse of government employees salary and GPF Rs 861 crore and Rs 97 crore New Pension Scheme (NPS) and permanent and amiable solutions for law and order problems along Assam-Arunachal inter-state boundaries.

Stating that AACS would never compromise with the issues raised by them, it asked the Govt to come in front of the media and public and clarify their stand.  

Taking a dig at Union Minister of State for Home Kiren Rijiju for allegedly keeping mum in issues, the Sena accused him of extending support to the Congress led state govt.  “Instead of constituting immediate CBI inquiry into the financial mismanagement Rijiju is extending solidarity to the state Govt,” it alleged, adding MoS rather imposed AFSPA in the state to divert the extremely serious issues.     

“When he can impose AFSPA unilaterally in the state why can’t he take such bold decision and constitute CBI inquiry into the financial mismanagement to check rampant corruptions,” it questioned.  Meanwhile, the Sena further threatened to go for their third phase of democratic movement ‘Fast unto death hunger strike’ in the coming days if the state government fails to fulfill their demands.

 

 

BJP to launch Jan Andholan from May 11

ITANAGAR, May 6: Upon completion of the seven-day ultimatum to the governor regarding its three-point memorandum, the state Bharatiya Janata Party unit today in a press conference here at Arunachal Press Club informed that it will hold a mass public rally on May 11 next here at I.G Park under its ‘Jan Andholan’ programme.

The BJP National Council Member Tame Phassang, who is also the chairman of the Jan Andholan committee, said that the party will launch a “very serious movement” in phase wise manner and that it will bring out the people of the state from the financial crisis.

Earlier on April 27 last, the state BJP unit in a memorandum to the governor demanded imposition of financial emergency in the state, non-increase of market borrowing ceiling limit, and immediate investigation on financial mismanagement.

Citing the recent allocation of roughly Rs 6000 crore for development of road infrastructure in the state by the concern union ministry, Phassang said that the BJP at the Centre is committed for the development of the state but the state too has to have accountability regarding fund management.

He added that there should be department-wise investigation on the misappropriation of the CCS funds, and that since the financial crisis in the state has taken place during the tenure of the Chief Minister Nabam Tuki, he stated that Tuki must resign from his office on moral ground.

 

 

Tuki acknowledges NABARD’s role in expanding infrastructure network

ITANAGAR, May 6: Chief Minister Nabam Tuki today acknowledged NABARD’s role in expanding infrastructure network in Arunachal Pradesh through RIDF and in implementing various development projects at grassroots level.

Inaugurating NABARD's office-cum-residential complex here at Bank Tinali, Tuki said during his interactions with villagers across the state, he has learnt about one institution doing something for them, which was NABARD. He said that among the financial institutions operating in the state, NABARD's contribution is far greater than any other institutions.

Tuki also expressed his wish of receiving more funding under RIDF & outside RIDF and expected advisory support from NABARD in future.

Appreciating the state Govt for playing a major role in allotting land for the office, NABARD Chairman Dr. Bhanwala said that NABARD has already sanctioned projects involving financial assistance of more than Rs. 1200 crore and with the coming up of its own office cum residential complex, it would be much easier and convenient for NABARD to broaden it's horizon in the state. He assured the Chief Minister that NABARD's cooperation with the state Government will reach newer heights in the coming years.

Earlier yesterday, Dr. Bhanwala and H.R.Dave, DMD, NABARD, called on the CM and had a meeting with the senior state government officials at the CM's conference hall. Presentations were made by NABARD GM/OIC H.S. Singh and state Govt planning secretary Sonam Chombay in the  meeting. During the discussions NABARD Chairman opined that RIDF financing being lower than market borrowing rates, the state Govt needs to consider borrowing to maximum possible limit in the state.

Chief Secretary Ramesh Negi, while giving priority on financing of road projects, emphasized on the need to draw a pragmatic mapping of connectivity requirements in Arunachal as the improved road connectivity would lead to better price realization for agriculture and horticulture crops which are in demand. Appreciating the efforts of NABARD in identifying infrastructure gaps in critical areas, he  stressed on the  need of creation of marketing & storage infrastructure and promotion of tourism. He also proposed to take the help of NABCONS in mapping the potential of comprehensive development of the state, especially in agriculture & horticulture. Tuki proposed to draw up a criteria of selection of projects to be prioritized under RIDF and requested NABARD to consider funding of projects outside the borrowing limit set by GOI. Dr. Bhanwala suggested that the state government may consider availing financial assistance through financially sound state PSUs/ Boards.

In the meeting, issues relating to revamping the cooperative structure by bringing in professionalism and recapitalization of Arunachal Pradesh State Cooperative Apex Bank and LAMPS were also discussed. Dave suggested that LAMPS should be strengthened to play a major role in financial inclusion. It was agreed that SHGs and farmers' clubs can also contribute greatly in integrated development of Arunachal Pradesh.

On a request from the Chief Minister, Chairman, NABARD assured to provide financial support for installation of solar home lighting systems in about 500 families on a pilot basis under RIDF.

 

 

Arun Kiwi Wine launched

ITANAGAR, May 6: Chief Minister Nabam Tuki along with Agriculture-Horticulture Minister Chowna Mein launched the Arun Kiwi Wine here in a simple function this evening at Banquet Hall. Arun Kiwi Wine is a beverage produced from Kiwis cultivated in Arunachal Pradesh by Crest Foods & Beverages Pvt Ltd of Pune in Maharashtra.

Addressing during the launch programme, the Chief Minister termed the occasion as historic for the horticulture sector in the state. He said that with the marketing of the wine going global in the near future, Kiwi farmers will have a good income generating avenue besides earning revenue for the state government.

Tuki especially hailed the concept of producing wine from other available fruits like orange, pineapple, apple, passion fruit, etc. “In such case, our farmers would benefit and as processing units come up, our youths, particularly women, will get employment,” he said while adding that besides wine, production of juice can also be targeted from the fruits grown abundantly in the state.

The Chief Minister also called for vigorous media and publicity campaign to promote the just launched wine across the country and the globe as well. He observed that with publicity, sale of the wine will grow and therefore benefit the state and local growers.

Tuki accepted the suggestion for a wine policy and advised the Horticulture department to draft a policy by taking into account success stories of other states and aligning it with the potentials and peculiarities of Arunachal Pradesh.

Horticulture Minister Chowna Mein too viewed the moment a great occasion for the state that will open up gates for investment and employment.

Mein said that despite surplus production of fruits, huge quantities went unutilized or consumed due to lack of use. But with conversion of the surplus produces into beverages, farmers will make optimum use of their products economically.

“Today a silent revolution is going on in Arunachal Pradesh and in 3 to 5 years the economical face of our state will change completely,” he said citing the example of entrepreneurs and farmers taking seriously cultivation of rubber, tea, large cardamom, etc.

Mein pointed that with wine-making being introduced now, farmers will take cultivation of kiwi, orange, pineapple, apple, etc as profit making business.

“The beginning of a changed Arunachal has just begun!” he added.

Also present on the occasion were Parliamentary Secretary for Horticulture Mutchu Mithi, legislators and officials of the state government.

 

 

DRDA employees in Pasighat join pen-down strike

PASIGHAT, May 6: The members of East Siang district unit of All India DRDA Staff Welfare Association (AIDSWA) today launched three-day ‘Pen Down and Tool Down’ strike in support of their long-pending demands, which included absorption of DRDA employees in line departments and timely payment of salaries.

The association in a representation submitted to the Director of Rural Development stated that the DRDA employees have not been paid their monthly salaries since December, 2014 causing financial hardship to them. It also lamented that despite the central government released an amount of Rs 28.45 Lakh in January this year for payment of staff salary, the state has failed to disburse it.

Alleging discrimination in the payment of salary, the association said that the government is paying salary to some staff serving in the rank of APO (Technical) regularly.

The association also alleged that the authority has absorbed some of the directly recruited staff in the line department (in the post of BDO) depriving a large section.

The AIDSWA unit also said that the state government is not complying with the directive of Union Ministry of Rural Development regarding payment of state government employees in specified revised payment pattern, which is causing concern among the government servants of the state.

The pen-down and tool-down strike is causing problems to the public and office goers as entire official works in the department has come to a grinding halt.

“We approached East Siang DC to take up the grievances of DRDA employees with the higher ups of Rural Development authority, but we have not yet received any communication from the government’s end,” said UB Singh, the secretary of AIDSWA, East Siang unit today evening.

 

 

Legal awareness camp held

DA to act tough on growing illegal activities

AALO, May 06: In its effort to contain various growing nuisances like reckless driving without proper license, immoral flesh trade in hotels and public place, influx of outsiders without valid permit, unauthorized sale of IMFL, consumption of drugs and drug peddling and to check malpractices by traders, a day-long legal awareness  camp on various  Acts and rules was held under the chairmanship of Liyi Bagra, Town Magistrate, Aalo at Gumin Kiin on May 5. Senior citizens, Govt officers, representatives from West Siang women organization, sectors and colonies attended the camp.

Initiating the discussion, Town Magistrate Bagra outlined the growing ills that plague the society. He said “we cannot remain mute spectators to the growing problems and time has come to deal with them firmly with the cooperation of members of the society.”

Emphasizing on activating secret service to collect information to list out offenders, he said that time to time raids will be conducted in hotels, vendors and all doubtful premises. He also sought the cooperation of all towards the cause of society. As a part of awareness and line of action, an elaborate meeting with transporters, wine shop owners, hotel owners and meat sellers will be held separately soon and the awareness camp will be organized in all sectors ahead of cracking down on violators of laws.

Hummo Taipodia, DTO Aalo, Ome Apang, Circle Officer, Teli Ngomdir, Superintendent Tax & Excise, Jomba Kamgo, ACLM dwelt elaborately on Motor Vehicle Act 1988, BEFR Act 1873, AP Excise Act 1993/1994 and Consumer Protection Act 1986/2002.

“We all want a conducive society to live in and the awareness programme by administration and police on growing nuisances is a long felt desire of the people and everyone will extend their cooperation with the administration in their endeavor”, said Doi Ado, Ex-Minister and host of other participating senior members.  

The officer in-charge of Aalo Police Station, O. Tamuk also briefed on different nature of crimes.  While responding to public demands, he assured police patrolling and Nakahs from time to time. DIPRO

Development or compensation?

Union minister for Road Transport and Highways Minister Nitin Gadkari during his recent visit to North East region claimed that land acquisition and forest clearance standing are the major hurdles in road construction in the North East. He also said the ministry will consider construction of roads wherever land is provided by state government free-of-cost and with all clearances. But he added that these roads have to be important and busy roads.

Though not many people took note of his speech, Gadkari’s statement is of immense important, especially for the state like Arunachal. Most of the road projects including the four laning of Itanagar-Banderdewa highway, Potin to Daporijo section of trans-Arunachal highway are stuck at ministry due to compensation issue. Our people start construction activities wherever new road project is announced. Due to their greediness in some case the cost of compensation is much higher than the actual cost of project. It is believed that due to such situation the ministry is refusing to fund some of the road projects. Perhaps learning from these experiences Gadkari offered to construct road free of cost wherever land is provided with all clearances by the state government. People of Arunachal should look beyond compensation and think for the future of state.

Make Daring as headquarter

Dear Editor,

Through your esteemed daily, I would like to request Govt. Arunachal Pradesh to create Lower Siang District immediately and declare new Daring as District Headquarter of Lower Siang (the birth place of Lt. Tomo Riba, Ex-Cm). In my opinion there are several reasons that can be taken into account which make it feasible to establish New Daring as HQ of Lower Siang Distt. One being Daring the centre point ofBasar,Tirbin,Likabali,Gensi, Nari Koyu and also the public of Daring are ready to donate land for District HQ in between Ego Camp to Old Daring Village, which is a stretch of land measuring 8 Km. (approx). Other resources and facilities are also available like water source at Kopak Abu near Ego Camp, Mini Hydel at Dali village, BSNL facilities at New Daring, road communication from Daring to Aalo,Likabali, Daporijo, Pasighat, Basar, Itanagar. Also Higher Sec. School, Health centre. In addition the beautiful Ego valley has the potential to become a tourist hub in near future. Therefore I appeal people of West Siang and in particular  PWD Minister Gojen Gadi who is local MLA of 29th  Basar constituency to look into the matter and take suitable action so as to develop remote area like Daring and solve long pending HQ issue.

History repeating itself?

Dear Editor,

If we remember in the year 2003 many post of District Relief and Rehabilitation Officer (DRRO) were appointed illegally. The excuse given by the concerned department was that posts were temporary and that they were appointed under compulsion as there was shortage of man power. But after few years they have been regularized and now they are the Head of department in the district. Such kind of act of government really disturbs the mental peace of unemployed youth.

Now I can see the repetition of history in the back door appointment of Registration officer under APB&OCWWB. I am afraid that if unemployed youth do not keep on putting pressure against those illegal appointments of 7 Registration officers, they might also be regularized in near future.

But at the same time I can also see the ray of hope in the clarification given by the Board that there is no scope of extension of service of those illegal appointees after 3 months. I have seen and can see the frustration in the eye and face of our young brother and sisters who toil day and night but do not get the job because of back door appointment.

Therefore I on the behalf of parents/ guardians of unemployed youth appeal and hope that concerned Board will Advertise those 7 RO post sooner as Board has already said that they are in immediate need of manpower. And I also appeal them to recruit through proper procedure and if possible by APPSC.

Let truth prevail

Dear Editor,

This is in response to some press statements and letter published in sections of local dailies in support of former minister Kalikho Pul.

The Halaipani Hydel Project is a very small project. It is twenty-five times smaller than Ranganadi hydel project. It took NEEPCO to complete the Ranganadi hydel project just 12 years. But in case of the Halapani project, the executing department has done nothing at ground level till date since the project was started 18 years ago in 1997.

All the persons and agencies involved in the construction of Halaipani Project are misleading the people of Anjaw district. They are making some lame excuses like ‘cloud burst’ in June, 2012 for delay in completion of the project.

Now the question is if a project that is 25-time bigger than Halaipani can start generating power in 12 years then what went wrong with the Halaipani project?

We would like to ask local MLA Kalikho Pul why don’t he come forward and answer our queries on the project in question. Why doesn’t he constitute a committee to find out the facts? Is he afraid of being exposed to what is happening?

What has BJP done for the people of Arunachal?

Dear Editor,

Being an intellectual of the state, I would like to appeal to the state BJP unit to come forward and help in the restoration of order in the state. Instead of demanding president rule, resignation of CM and imposition of financial emergency in the state, BJP should work together to sort out the financial problem affecting people of state. Both Congress and BJP should stop the blame- game in this hour of need.

As of Now, BJP is at centre with absolute majority, every task/help (financial or developmental) is possible under its command. It is high-time for the state BJP unit to exert influence over the centre and ask for financial assistance, if they care for the welfare of state. In this hour of crisis, blaming and criticizing each other will only give despair to the people of Arunachal. All the political parties should come together and rise above party politics. Only blaming the Congress govt. for the failure and mismanagement is not enough. I believe that we public are all equally responsible. The changing or merging of political party will not change the developmental activity of the state, till the leaders and citizens of the state change their evil mentality which has remained in their mindset.

Arunachal BJP unit too carrying forward their party’s campaign had made promises during Lokh-Sabha election to bring back black money to India and that every person in India will get Rs 15 lakh bank balance, but those promises are yet to be fulfilled. I am not here to ask why State BJP has not fulfilled the promises made during elections. But as party in power they should at least shoulder the burden of the state in this hour of crisis without hoping for political gain. They should restore the fate of the state and thereby they will restore the faith of citizens on BJP.

In the recent days, we have witnessed the visits of Prime Minister Narendra Modi, BJP President Amit Shah, Minister for Road Transport, Highways and Shipping Nitin Jairam Gadkari, Defense Minister Manohar Parrikar and Union Minister of State for Home Affairs Kiren Rijiju who is also local MP to our State. Many had expected much from visit of these dignitaries but nothing has been done to rescue the state. We are all blaming Congress for the failure of financial mismanagement but BJP has also done nothing to restore it despite being in power at centre. Now, such high profile visit raises questions- Are central BJP leaders really interested for the welfare of the people of AP?

It is true that people of this state has lost its faith in Congress led government but if BJP leaders continues to have same kind of attitude, they too are going to lose the faith of the common people of the Arunachal.

Last but not least, citizens of this state are well aware that state has no self income resource/ generation and for every development we are depended on the central Govt. But how long will this continue? It is one among the main reason for financial crisis.

Therefore, I appeal the civil societies, NGOs, Social minded, youth organization, Association, Intellectual and Union to come up with a better idea/ solution for self dependency of our state, instead of blaming a particular person or governments.
